Fairview's fire marshal gave the owners of Roundtree Manor Apartments 100 days to fix exterior hazards at the complex, but the inspection did not cover the apartment interiors where residents say the worst problems are.
The enforcement action, first reported by NewsChannel 5's Hannah McDonald, stems from a nine-page report the city shared with the station. The report cites unsafe stairwells, exposed electrical wiring and a fire hydrant flagged as potentially faulty. The property owner has until the end of January 2027 to make corrections.
The order follows conditions we reported Oct. 21 at Roundtree Manor and the neighboring Parc Fairview complex, where nearly a dozen residents described rats, mold, structural failures and a failed federal housing inspection.
The fire marshal did not enter any apartments during the walkthrough. The marshal also did not visit Parc Fairview next door, according to NewsChannel 5.
Lacy Sullivan, a 10-year Roundtree Manor resident, told NewsChannel 5 she was in her bathroom when the ceiling caved in after maintenance failed to fix a leak in the apartment above hers. A week later, it still looked the same.
"It was like a band-aid. They did their part while they were in the public eye and then they disappeared again," Sullivan told NewsChannel 5, referring to changes made after a 2023 state investigation at the complex.
NewsChannel 5 also reported that when it requested city records of code-violation complaints at both properties, a spokesperson said nothing turned up. A resident then showed the station emails she had exchanged with a Fairview codes enforcement inspector. The city said that inspector no longer works for Fairview.
Fairview Public Information Officer Richard Ross told NewsChannel 5 that the fire marshal completed the walkthrough and forwarded violations to property management. Neither management company had responded to the station's inquiries as of its latest report.
The property owner faces a deadline at the end of January 2027 to complete the exterior repairs. Residents who want to report unsafe housing conditions can contact the Fairview codes enforcement office through Fairview City Hall.
