Residents at two Fairview apartment complexes that receive Section 8 federal rental assistance are living with rats, holes in flooring and untreated mold, according to an investigation first reported by NewsChannel 5.

Reporter Hannah McDonald found uncovered crawl space vents along building foundations at Parc Fairview, where resident Jamia Dickerson said patched vinyl flooring had split open, leaving a hole that drops to the crawl space below. "We call it walking the plank — you've got to go straight through," Dickerson told the station.

Cassandra Alderson, another Parc Fairview resident, shared inspection records showing her apartment failed a federally required housing inspection. That failure puts her housing voucher and the landlord's guaranteed payments at risk, NewsChannel 5 reported. Alderson said staff turnover at the complex makes repairs nearly impossible to get done.

Next door at Roundtree Manor Apartments, conditions have also worsened. NewsChannel 5 investigated a severe rat infestation at Roundtree Manor in 2023, prompting city code enforcement action and building upgrades. Resident Lacy Sullivan told the station those fixes did not last.

Staff at Parc Fairview told NewsChannel 5 they lacked authority to answer questions. No one was in the Roundtree Manor leasing office during the visit. NewsChannel 5 reported it has contacted both corporate offices and Fairview Codes Enforcement.
